Scope
- Mandatory member photo on public registration.
- Existing internal Add/Edit Member photo requirement retained and verified.

- Safe/idempotent upgrade v4.39.0.

Validation
- Public member registration rejects missing upload server-side.
- Public member registration rejects invalid upload through central upload policy.
- Registration fails if uploaded photo cannot be persisted.
- HTML file input remains required and has image preview/client guard.
- Member approval already rejects registration records without photo.
- Member Check information renders only after a valid member is found and only when enabled/non-empty.
- Information editor uses CSRF protection and role allow-list.
- All 180 PHP files in full build passed php -l syntax validation.
- Full and patch ZIP integrity validated with unzip -t.
